Public Utilities Specialist (Data Analysis)

Summary This position is located in the Operational Performance Organization (KO), of the Office of the Chief Operating Officer (K), Bonneville Power Administration.
The purpose of this position is to serve as a Public Utility Specialist in Data Analysis responsible for providing expertise for planning, development, integration and implementation of state-of-the-art technologies, methods, and standards for interim and long-term solutions and analysis of BPA's agency wide data.
Responsibilities As a Public Utilities Specialist (Data Analysis), you will:
Develop and maintain data management processes for data analytics.
Coordinate between the technical Data Scientists within the K organization and business lines for technical questions, resolution and project requests.
Participate in the planning and facilitation of initiatives, applicable key performance indicators and ties to the BPA Strategic Plan for both short term and long term data analytics initiatives.
Ensure BPA is maintaining, verifying, and coordinating its modeling data in accordance with all applicable regulatory and compliance standards.
Lead the development and implementation of policies, procedures and multi-year work plans to define, manage and improve data governance across BPA.
Lead user groups as project manager in analyzing work processes and data support requirements.
Communicate information that affects the quality of data to technical experts and management officials.
Develop and run new and established queries to provide quarterly, midyear, and end-of-year analyses and reports, as well as ad-hoc reports as requested by users and senior-level managers.
Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as:
Experience 1) managing projects in all aspects of process development and execution (e.
g.
initiation, planning (including work breakdown structures), communication, schedules, resource requirements, cost estimates, execution and project closures including lessons learned and continuous improvement aspects for future projects); AND 2) applying analytical and evaluative techniques to identify and resolve complex data governance issues or problems.
Experience refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
