Salary Range:
$4,434 to $5,389 per month, plus benefits (position is offered at 40 hours per week).

RepresentedPOSITION SUMMARYThis is an entry-level position for the District Employees in this position are the important first line of customer contact and, as such, are expected to develop and maintain good customer relations.
Employees enter, adjust, and retrieve information regarding customer accounts, using a highly complex system of codes and procedures in accordance with established policies and regulations.
Employee answers customer inquiries over the phone, in person and by mail regarding non-routine and complex bills, charges, rate quotes and policies.
DUTIES AND RESPONSIBILITIES/EXAMPLES OF WORKAn employee in this classification may perform any of the following duties.
However, these examples do not include all of the specific tasks which an employee may be expected to perform.
1.
Answers multiple phone calls with minimum assistance and routes calls to proper person; answers routine inquiries and provides general information to the public.
Takes messages and makes appointments as may be required.
2.
Serves as front desk clerk, receives water bill payments, issues receipts, takes complaints, gives directions, and assists the public with other related matters.
Always communicates in a calm and professional manner.
3.
Sorts mail, processes routine incoming mail and mail payments, assembles mail, processes through postage machine, distributes mail.
4.
Assists customers opening and closing accounts.
Must be able to electronically access customer information such as calculating usage; interpret billing and payment history from computer screens.
5.
Reconciles payments and cash drawer.
Posts and records statistical data using standardized format.
Calculates data, computes percentages, and checks for accuracy.
6.
Performs routine accounting activities under guidance of the Senior Accountant such as data entry, reconciliation functions, preparation of various accounting statements and financial reports.
Reviews, codes, and verifies transactions including billings, invoices, checks, and journal entries.
Must be able to process daily purchase orders and provide to Sr.
Accountant in a timely manner.

Performs a wide variety of other clerical tasks such as stuffing envelopes, maintaining other files and duplicating materials.
Responsible for ensuring front desk and lobby area is clean, tidy, safety compliant, and outreach materials are stocked.

Runs daily balances of money received and reconciles statements.
Collects delinquent accounts as necessary and may extend the time-period of shut-off deadlines within District policy.
Participates in cross training as time allows to assist other office personnel.
Takes on additional assignments as requested and assists with other positions as needed.
9.
Determines, assigns, and enters appropriate codes for water rates and charges into the customer billing system for various types of accounts in accordance with established guidelines, policies and rates.
Reviews water consumption data to ensure meters are registering accurately and exercises judgment to determine appropriate action to adjust or correct information.
10.
Hand calculates bills and credits consumption for special accounts and approved adjustments.
Research and trace errors, problems, misapplied and unidentified payments, resolves problems and enters corrections to accounts.
MINIMUM QUALIFICATIONSHigh school diploma or the equivalent GED certificate.
A minimum of two years' experience in general clerical/administrative or customer service work which would include filing, typing and receptionist duties.
Bookkeeping or cashier experience helpful.
Any satisfactory equivalent combination of experience, education and training which ensures the ability to perform the work may substitute for the above.
KNOWLEDGE, SKILLS, AND ABILITIESo Knowledge of general and specialized office practices and procedures.
o Possess basic computer skills.
o Basic knowledge of accounting and bookkeeping principles and reasonable knowledge in the operation of computer accounting and ten-key calculator.
o Effective communicator with the ability to work effectively with customers in normal and aggravated situations.
o Ability to multi-task and mange through constant interruptions.
o Ability to understand and execute complex oral or written instructions and to apply extensive or obscure guidelines to widely varied situations.
o Ability to perform detailed work involving clerical data.
o Ability to operate standard office machinery, including computer, multi-line phones, and calculator.
o Ability to express ideas clearly and to convey information effectively, both oral and written.
o Strong skills and ability to meet and work with the public and District customers.
Ability to provide excellent customer service and build positive relationships with customers.
o Skills in basic mathematics, reading and interpreting and applying complex utility regulations, rates and charges and then determining compliance with same.

Occasional evening and weekend work is required.
PHYSICAL DEMANDS OF POSITIONWhile performing the duties of this position, the employee is continuously required to communicate by talking and listening, use of fingers and hands, repetitive motion and sitting.
Frequently required to stand, walk, reach, and feel.
Occasionally bend, stoop, grasp and rarely to climb stairs, kneel or crawl.
The position requires mobility, including the ability to move materials weighing up to 20 pounds on a regular basis such as printer paper, small packages, office supplies and water conservation kits.
Manual dexterity and coordination are required over 75% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment.
Travel to other district locations and/or to workshops/professional meetings/conferences as needed or assigned.
WORKING CONDITIONSThis position is in an office environment that is well protected, with virtually no physical hazards or obstacles.
Physical job conditions are stable, and very comfortable.
Occasionally will be required to work with difficult or upset customers.
Conditions may consist of the following:

SUPERVISION RECEIVEDWorks under the general supervision of the Office Supervisor.
Receives direction and instructions from Senior Accountant and Lead Customer Account Specialist.
SUPERVISION EXERCISEDSupervision of other employees is not a normal responsibility of positions in this class.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
