Summary:
The Regional Executive, in close partnership with the Executive Medical Director for the Heart Institute, is accountable to co-lead, develop, and implement long and short range plans for the Providence Heart Institute in Oregon. Together they will partner with other executives to achieve coordination of care and services for patients and communities served by Providence Oregon Ministries. The Regional Executive provides operational leadership and strategic direction for employed cardiac and vascular providers in the Oregon Region as well as being accountable for leadership, direction, and administration of the Providence Heart Institute. The Providence Heart Institute is an integrated cardiovascular service line with more than 80 specialists serving multiple hospital and clinic locations throughout Oregon and southwest Washington. We are the highest volume cardiac in the region with programs spanning prevention and wellness to quaternary services such as heart transplant. In addition, the program is a hub for vast data registries in cardiovascular care, including the Center for Cardiovascular Analytics, Research and Data Science (CARDS). This state-of-the-art institute is a leader in new therapies, and consistently receives national recognition. This position is accountable for the outcomes and its clinical departments to ensure efficient, high quality, coordinated, patient focused care. The Regional Executive builds relationships resulting in compassionate and committed teams within the Institutes services and with all stakeholders. Work is completed with a thorough understanding of and commitment to the Providence Core Values and Leadership Model. The Regional Executive will be an integral part of the Hospital & Clinical Programs Leadership Team. The Program Executive will actively collaborate with other leaders throughout the region to achieve desired outcomes for the whole organization. The Regional Executive will make decisions effecting strategy, implementation and management of resources. In this role, the Regional Executive will:
Provide leadership for strategic planning, clinical excellence, personnel management, fiscal accountability, operational effectiveness, and positive relationships with other departments, members of the medical staff, physician practices and all stakeholders within scope and span of control. In partnership with the Executive Medical Director and the PHI Physician leadership team, identifies and implements opportunities to optimize the medical group practice operational performance; care transformation; physician/provider and caregiver engagement. Identifies and executes region/system strategies that reflect shared priorities for clinical effectiveness and financial performance. Develop budgets and targets to ensure financial performance measures are met. Promote change, facilitate redesign, and implements systems and processes to maintain compliance with regulatory standards and accreditation within all programs and clinical units. Partner with medical staff to ensure the presence of an on-going quality improvement program by providing leadership for patient safety, quality improvement, service excellence, physician satisfaction, and program growth and development. Develop and maintain superb, productive working relationships with all key constituents. Key Relationships:

Assess markets and determine areas of opportunity/threat within program. Based on analysis, develop recommendations for program and service development or expansion. Collaborate effectively across programs, hospitals and with all clinical and business divisions to develop and/or enhance programs and service delivery in a coordinated way to best serve patients and community. Works with the Medical Executive Director to maximize the value proposition of an integrated delivery system in a competitive market. Identifies and/or facilitates the adoption of region and/or system initiatives that enhance the performance of the provider practice (i.e., Care management agreements, clinical pathways, VOA, BPCI, etc.). Responsible for the development of evidence-based practice protocols across the state and within the integrated system. Works with key administrative and physician leaders in each service area and division to gain consensus. Provides appropriate support for implementation in conjunction with key stakeholders. Understands the impact of value-based care contracts within the market and how operational efficiencies can maximize those opportunities. Partners with clinical and population health leadership in deployment of strategies to maximize on these opportunities. Collaborate with finance to develop pricing strategies in each market. Define expectations for price point/determination of appropriate cost of services through analysis of input costs, standardization, evidence based protocols, delivery in lower cost settings, etc. Collaborate with Providence Health Plan to develop new financing models to connect program strategies in support of affordability, high quality and coordination of care (e.g. bundled payments). Collaborates with the clinical and operational leadership to recruit new physicians, clinic groups and other key contributors. Oversees the final provider employment agreement provisions as directed by the Compensation Committee of the medical group. Collaborate with Providence Medical Group in the development and implementation of the Medical Home Model approach to care with specific emphasis in areas of chronic illness by program area. Actively support the effective and comprehensive implementation of the Quality Strategic Plan with the program area to improve health care outcomes across the continuum. Collaborate with clinical operations to assure the effective and efficient delivery of services including patient satisfaction, physician satisfaction, quality, workforce planning, and standardization. Engage physician leadership in the planning, development, implementation and monitoring of program goals and objectives across the integrated system and with key physician groups in each service area. Responsible for development of clinical services in each service area in coordination with service area Chief Executive. Defines clinical services based on market and data analysis, identifies greatest opportunity, and recommends appropriate infrastructure required to support new services and/or models of care. Develop and coordinate program strategies for delivery of outreach services in collaboration with other stakeholders. Represent service lines/programs on key committees to formulate strategies and tactics to achieve critical performance improvement in health care delivery. Partner with key MD leaders to maintain strong, collaborative relationships across the continuum and develops succession plans. Create and engage high performing teams around key initiatives without direct line authority for implementation staff. Gains trust and builds strong relationships across the continuum of responsibility and authority. Establish priorities for program marketing development and outreach designed to support growth. Develop research strategies within program, provides implementation plans, and monitors financial and scientific outcomes. Identify strategic philanthropic priorities and partners with Foundations to achieve targeted goals. Maintain connective experience of care across the continuum. Engage key stakeholders in programmatic operations. Develop a marketing strategy to grow the program. Provide strategic direction to implement new technology and balance with investment and capital. Bachelor's Degree in health care, business, related field is required Master's degree is required 7-10 years of management or administrative experience in health care, preferably in an integrated health system and have in depth knowledge of healthcare business operations specific to clinical areas of the program required. 5 years of practice management experience, preferably in a multi-specialty practice setting in an integrated delivery system. Salary Range:
$80K -- $100K
