QualificationsGeneral Description:
The Options Counseling and Family Services Human Resources Department is responsible for providing comprehensive administration of Human Resources activities, staff relations, and employee training and development for 13 offices which employ over 200 people.
The Human Resources Director will provide hands-on leadership for the HR/payroll team and support the 200
employees served.
The Human Resources Director must be able to plan and organize department priorities and job functions at a high level and be able and willing to complete day-to-day HR functions as needed.
They will provide consultation to directors and supervisors in general personnel administration and participate in the leadership and operations teams.
Hybrid remote work is possible, with regular in-person office hours required.
The HR Director will work from the administrative office in Eugene or remotely.
If working remotely, they will need to live within 30 miles of the Salem or Portland office.
Occasional travel and work from various Options locations will be required.
Options can provide computer hardware, computer software, cell phone, and other applicable equipment as deemed necessary.
The employee will need to have a strong Internet connection and a suitable office space that can be closed off to outside noise and people.
Qualifications:
Bachelors degree in Human Resource Management, Business Administration, Communications, or related field, or equivalent education and experience.
SHRM certification is highly desirable.
Five years of experience in human resources and a minimum of two years of supervisory experience.
Ability to work effectively as a member of an integrated leadership team.
Relate effectively with staff, clients, and community partners.
Excellent verbal and written communication skills.
Experience working with people from diverse backgrounds; advance justice, equity, diversity, and inclusion initiatives.
Maintain confidentiality.

Responsibilities:
As a member of the leadership team, the Human Resources Director participates in agency planning, especially with regard to human resources matters that advance agency goals and mission Ensures compliance with laws and regulations Supervises the HR team Participates in leadership and operations team meetings Facilitates or co-facilitates Administrative Office Managers monthly meeting Oversees the creation and implementation of compensation structure in collaboration with the leadership team Calculates compensation for employees in compliance with the Oregon Equal Pay Act As part of the leadership team, participates in setting and administrating employee bonus policies Provides administrative support and technical advice to supervisors in employment-related actions (gathering facts, diagnosing problems, providing solutions that are in line with established policy, and which comply with labor law) Drafts termination letters Works with supervisors on progressive discipline processes and plans Participates in termination, ADA, and other employment related meetings with agency staff and supervisors as needed/requested Conducts exit interviews Oversees the recruiting, application, and employee onboarding processes Facilitates bi-weekly benefits review sections for new employees Acts as an administrator for the HRIS and payroll systems Manages unemployment claims, provides documentation for claims and hearings Investigates complaints and grievances and advises CEO on course of action to resolve them Provides timely support in response to requests for personnel records Files annual Equal Employment Opportunity report Monitors the management of personnel and group benefits-related activities for compliance with established policies, provides correction of discrepancies and compliance Obtains bids for health insurance and other benefits annually Manages changes in benefits, including ensuring enrollment and tracking processes are updated Advocates for employees with benefits vendors to resolve problems Keeps agency policy documentation current, including, but not limited to, the Employee Handbook, supervisor manuals and guides, and HR-related portions of other policy and procedure documents Provides training and manages communication regarding employment policies, benefits, inclusive practices, and initiatives to promote a positive work environment Reviews and approves employment-related recommendations and requests (i.
e.
exception to policy requests; disciplinary actions, leave requests, etc.
) for compliance with established policy Point of contact for audits - each office that has a Medicaid contract requires the access to personnel files Serves as Affirmative Action Officer, providing technical assistance, developing yearly reports, and monitoring accomplishment of goals Recommends a proactive approach to governmental regulations--anticipating future legislation and recommending corresponding actions Member of Society of HR Management attend meetings and trainings Attends webinars Reviews regular updates on benefits or HR topics Working Conditions:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
