Position Summary The City of Portland is seeking to fill two (2) regularly appointed Leave Analysts (HR Analyst I) positions to support the Health & Financial Benefits team within the Bureau of Human Resources.
This role supports City of Portland employees through comprehensive administration of required protected and City sponsored leaves, while ensuring compliance with federal and state laws and City policy.
What you'll get to do:
Administer all aspects of FMLA/OFLA leave administration process, including eligibility, generating correspondence, reviewing medical documents.
Make appropriate designation and tracks all FMLA/OFLA absences and leave in the SAP FMLA Workbench.
Educate and provide clear and concise information to City of Portland employees for FMLA/OFLA, Disability, Paid Leave Oregon, CAT Leave and other benefit related inquiries.
Manage all aspects of the Disability and Catastrophic (CAT) Leave processes.
Collaborate with employees, managers, supervisors, and human resource business partners.
Provides a high level of very confidential customer service.
Maintain confidential, complete, and accurate records in accordance with specified legal requirements and best practices.

To Qualify The following minimum qualifications are required for this position:
Ability to learn City organization, rules, policies, and procedures, including, timekeeping, human resources policies, labor contract provisions, and others specific to Bureaus/Offices.
Ability to analyze, interpret, explain, and apply relevant laws, ordinances, administrative rules, and policies.
Experience maintaining highly sensitive and confidential information, while exercising a high degree of tact, discretion, and diplomacy in sensitive situations.
Ability to communicate and interact with internal and external customers in a professional and courteous manner, bother verbally and in writing.
Ability to prepare and maintain accurate, concise, and confidential records.
Experience with standard office practices and procedures such as typing, scheduling, proofreading, note-taking, filing, logistics support, and related skills in the use of computers and other office equipment.

Week of September 4, 2023 Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

Mid-September Hiring bureau will review and select candidates to interview.
