1.0 FTE; $66,759-100,138/year; Location: Portland, Downtown. This is a Limited Duration position, with funding currently set for an estimated 12 months.
Functions/Duties of Position
This position is a member of the Healthcare Professional Service Applications team and is responsible for the selection, implementation, support and maintenance of Departmental Healthcare Information Systems. The departments include, but are not limited to, Laboratory, Radiology, Imaging, Pharmacy, Emergency Department, Transplant, Cardiovascular Services, Respiratory Care, Rehab Services, Surgery, Medical Records, Poison Control, Food & Nutrition, Patient Transportation, Radiation Therapy, Clinical Technology Services, and Logistics.
This position is responsible for implementing and supporting healthcare information systems. Responsibilities include project management, writing system specifications, writing requests for proposals, writing request for information, writing cost benefit analysis, vendor selection, contract negotiation, complete system integration, system implementation, system to system interfaces, system security and HIPAA and other regulatory requirements, and system documentation. This position is a critical business partner with the department, helping with strategic planning and making sure the department understands what resources are required to implement and support a Healthcare Information System. This position also provides the business analysis to integrate new systems into a working patient care environment. This position is responsible for managing multiple simultaneous projects and coordinating resources between the Vendor, ITG and the Customer for activities associated with all projects related to the healthcare information systems supported by this team. This position is responsible for assigning tasks to project team members and monitoring their progress throughout the project life cycle.
This position is the primary support person for multiple applications and is responsible for detailed technical analysis and support for these applications identified in the team application database and provides secondary support for over 100 Healthcare Applications on a 24/7 post implementation support model. This position must be able to be available for 24/7 on-call support and have broad knowledge of systems and departmental workflow for applications in team application database.
Job Requirements
Two or more years of paid work experience as a Systems/Application Analyst or Application Administrator. Must have eight years of cumulative paid working experience in the information technology field; OR Equivalent combination of education and experience where: One year of experience will be substituted for an Associate's degree, Two years of experience will be substituted for a Bachelor's degree.
Successful candidates must have experience and working knowledge in operating system software, relational and/or hierarchical databases, and technical application support for administrative and clinical systems.
Preferred:
Experience in Healthcare Information Systems
Working knowledge of HL7 and TCP/IP
Experience in the analysis and design of systems and experience with databases such as Oracle, MS SQL, MS Access, Unify, etc.
Experience in terminal emulation software, file transfer, and data conversions
Experience in developing specifications for system to system interfaces
Experience in writing system validation plans
Experience and/or training in one or more of the following health information systems: Agfa PACS, Agfa Ris, 3M Softmed, Onbase, Tamtron, QML, EPIC
Successful clients must have experience in managing complex customer relationships in an enterprise setting.
Strong organizational skills
Strong Project Management skills, including demonstrated management of successful projects from scheduling, design, testing, and implementation.
Proven Knowledge of System Development Life Cycle.
Strong system analysis skills.
Ability to demonstrate working knowledge of various operating systems such as Windows, UNIX, AIX
Ability to use a microcomputer with Windows and various Microsoft applications.
Demonstrated ability to work with independence and initiative.
Demonstrated ability to work effectively with colleagues, and diverse work groups in a hospital setting.
Demonstrated ability to make good decisions
Excellent communications skills
