Administrative Officer

The incumbent is responsible for the administrative operations of Audiology & Speech Pathology Service which includes the areas of Audiology, Speech Pathology and Clinical Research. The Audiology & Speech Pathology Service (ASPS) has audiology services at 4 Community Based Outpatient Clinics (CBOC) and the Portland campus, speech pathology services at Portland campus and Vancouver Washington campus, clinical research at both Portland and Vancouver campuses and Telehealth to various sites. The incumbent is a member of the management team responsible for planning, organization, development, direction and evaluation of ASPS programs. Provides full staff assistance in administrative matters relating to ongoing, daily successful operation of ASPS in a tertiary care medical center. The incumbent participates collaboratively in developing strategies for the service to meet its goals and mandates in efficient and effective ways. The incumbent is responsible for ASPS financial management and tracking systems, procedural and technical processes of budgetary formulation, review and execution. The incumbent coordinates ASPS budget review, forecast, and variance reports, the annual service budget plan, prepares budget documents, and reports final form for submission to division leadership and executive leadership with the medical center. Directs the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration. Acts as the liaison with the Human Resources Service and Executive Office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Collaborates with managers and staff in projecting staffing needs and writing position descriptions. Serves as the lead for hiring actions by obtaining approvals, recruitments, developing job analyses, and managing the interview process. Prepares performance plans, appraisals and competencies, and drafts disciplinary and adverse actions. Reviews. analyzes and interprets incoming requests, recommends .appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Calls to the attention of leadership problems that require agency human resources office intervention or correction. Provides orientation for new staff. Keeps managers informed of the status of on-going personnel actions. Provides advice on solving complex personnel-related problems. The incumbent provides direct supervision and all administrative duties related to ASPS support staff. Provides for the overall administrative management for the division. This may include interpreting administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Performs administrative management requirements for a medium-sized organization with multiple functions. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Oversees communication within the services. Responsible for MCMs, SharePoint content, forms and processes. Reviews all requests prior to submission for approval. Provides information to medical center staff on policies and procedures related to ASPS. Acts as a primary liaison for ASPS with other area s of the medical center to meet operational needs. These services include Nati.anal Center for Rehabilitative Auditory Research, Human Resources, Fiscal, Facilities Management, Logistics and Materiel Management, and Office of Information Technology, and all other Services/Departments within the facility and Community Based Outpatient Clinics (CBOCs) that ASPS provides services to. Helping to provide overall administrative management for the division; applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Assisting with budgeting and financial management of the organization; provides advice to management and program personnel on budgetary and finance issues. Helping with aspects of supervisory duties for the support staff including HR related processes and actions, performance plans, time and leave approval, disciplinary actions and training. Assisting with Medical Center Memorandums, SharePoint content, forms and processes. NOTE:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. You must have a combination of specialized experience and graduate level education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. The position to be filled is a Administrative Officer, GS-341-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) NOTE:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
