Financial Business Analyst

As a Financial Business Analyst, you will:
Provide financial systems planning and support and perform analytical work. Provide expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of regulations. Lead development of financial system initiatives and prioritization. Participate on project teams for software upgrades and new functionality implementation, and process improvements. Perform maintenance, configuration and usage of assigned modules and applications. Perform complex data analysis, corrections and resolutions. Represents the organization, Finance, and the BPA in conferences and meetings with other agencies, State and local authorities, private industry, and public groups. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as:
Experience in applying policies, laws, regulations, and practices applicable to financial systems planning, financial data management, and financial transaction processing to 1) operate and test financial accounting systems, 2) provide financial systems planning and support, 3) ensure the relevancy, consistency and integrity of financial information. Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Financial Systems:
Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls. Influencing and Negotiating:
Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions. Oral Communication:

Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches. Writes in a clear, concise, organized, and convincing manner for the intended audience. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
